Dead Bodies

I finally figured out a mystery that's been nagging me for some time now: why are there so many dead bodies laying out on the street?

No, I'm not confusing them for sleeping homeless people. They are lethally emaciated, not breathing, and covered in flies. And they are lying in public places.

The answer, according to some locals I talked with: if anyone touches the dead body, they are responsible for it (including the funeral, burial, etc.) Sometimes, families who cannot afford the burial process will leave the body out for the government to pick up. Other times, it is homeless people who have died and no one is willing to touch the body.

In any case, it's probably doesn't contribute to the city's overall health.
